Handicap: paralyzed from the waist back after having an extremely rare reaction to a vaccine

History: We adopted Howie from the Save-a-Bull MN rescue on July 2, 2020. Howie was rescued from an alley in Minneapolis in December of 2019. He had slightly deformed back legs/hips and was very sick with parvo. After surviving parvo he received his puppy vaccines, unfortunately he suffered an extremely rare reaction to his DHPP vaccine which caused him to become paralyzed in his back legs. He spent several months going to the neurologist to help him regain some use of his back legs. He can now "walk" on his own when going short distances, however because of the condition of his legs/hips and the paralysis, he uses a wheelchair to get around. Despite everything he has been through, he is the happiest, silliest, sweetest dog. He loves everyone and everything. We are working on basic commands, he knows sit and is learning stay and up. Howie has one blue eye and one brown eye.
